In systems thinking, **leverage points** are places within a system where a relatively small change can produce significant and lasting effects. They are important because complex systems are rarely changed effectively by simply applying more force to the most visible problem. Instead, meaningful change often comes from identifying the structures, relationships, rules, and assumptions that generate the system’s behavior in the first place.

Finding leverage points requires a shift in perspective. Rather than asking only what is going wrong, systems thinking asks what is creating the pattern, what maintains it, and where a change could alter the system’s behavior. The goal is not necessarily to find the easiest place to intervene, but the place where intervention can have the greatest systemic impact.

## **Start by Looking for Patterns**

The first step in identifying a leverage point is to look beyond individual events and identify **patterns over time**. A single event may reveal what happened, but it rarely explains why the same outcome keeps occurring.

For example, if employee turnover increases in a company, it may be tempting to focus on individual resignations or replace departing employees. A systems perspective looks for the broader pattern. Turnover might be associated with increasing workloads, declining morale, reduced productivity, managerial pressure, and further resignations. Recognizing this pattern provides a better starting point for identifying where intervention could change the underlying dynamics.

## **Identify the Elements and Their Relationships**

Once a recurring pattern has been identified, examine the elements involved and, more importantly, the relationships between them. Systems are shaped not only by their components but by the ways those components influence one another.

A useful approach is to map the major variables and ask how a change in one affects another. Increasing workload might reduce employee wellbeing, which could reduce performance and increase pressure on the remaining workforce. These relationships form a structure that helps explain the observed behavior. A leverage point may exist within this structure rather than at the most obvious symptom.

## **Look for Feedback Loops**

Feedback loops are particularly useful for finding leverage points because they reveal where actions can amplify or counteract change. **Reinforcing loops** tend to accelerate existing trends, while **balancing loops** tend to resist change and move a system toward a condition or target.

Suppose customer complaints lead management to impose additional procedures. Those procedures may slow employees down, creating delays that generate more complaints and prompting management to introduce even more procedures. The resulting reinforcing pattern can make the original problem worse.

An intervention aimed only at reducing complaints may have limited impact. A stronger leverage point might be found by changing the feedback structure itself, perhaps by improving the information available to managers or addressing the source of the delays.

## **Examine Delays**

Time delays are another important place to look for leverage. In complex systems, the consequences of an action may not appear immediately. This can cause people to respond to conditions that no longer reflect the effects of their previous decisions.

For example, a company may reduce investment in employee development because the immediate financial benefits appear attractive. The negative effects may emerge much later through declining skills, lower innovation, and increased recruitment costs. Because the delay separates the decision from its consequences, the relationship can easily be overlooked.

When searching for leverage points, ask where significant delays exist and whether decisions are being made without accounting for their longer-term consequences. Sometimes improving the timing or quality of feedback is more effective than changing the behavior that initially attracts attention.

## **Examine the Rules of the System**

Rules can be powerful leverage points because they determine what behaviors are encouraged, restricted, rewarded, or punished. These rules may be formal, such as laws, policies, contracts, and procedures, or informal, such as cultural expectations and unwritten norms.

Consider an organization that rewards employees primarily for individual performance. Employees may have little incentive to share knowledge or help colleagues, even when collaboration would benefit the organization as a whole. Changing the reward structure can therefore influence behavior throughout the system without requiring every individual to be separately instructed to collaborate.

When examining a system, ask what rules govern behavior and who has the authority to change them. The answers can reveal leverage points that are difficult to see when attention is focused only on individual actions.

## **Question the System’s Goals**

Deeper leverage points can be found by examining the **goals of the system**. The goal of a system strongly influences its structure, rules, incentives, and behavior.

A business designed primarily to maximize short-term sales will naturally develop different processes and incentives from one designed to maximize long-term customer value. Similarly, a public service focused on minimizing costs may behave differently from one focused on improving outcomes for citizens.

When a system repeatedly produces undesirable results, it is worth asking whether those results are actually consequences of the goal the system has been designed to pursue. Changing the goal can change many other parts of the system simultaneously.

## **Question the Underlying Assumptions**

Some of the most powerful leverage points are found in the **mental models and assumptions** underlying a system. These are the beliefs people hold about how the system works, what matters, and what is considered possible.

An organization might assume that productivity increases whenever employees work longer hours. If that assumption shapes staffing decisions, performance measures, and management practices, the organization may repeatedly create conditions that reduce wellbeing and eventually undermine productivity.

Questioning the assumption can therefore be more powerful than modifying any single policy. Systems thinking encourages us to ask what beliefs are embedded in the system and whether those beliefs continue to reflect reality.

## **Distinguish Symptoms from Structure**

A common mistake when searching for leverage points is to intervene at the level of symptoms. Symptoms are visible and immediate, which makes them attractive targets for action, but they are often produced by deeper structures.

If a hospital has consistently long waiting times, adding temporary staff may provide short-term relief. However, if the underlying problem involves scheduling practices, patient-flow bottlenecks, communication failures, or incentives that create uneven demand, the intervention may not change the long-term pattern.

A useful question is whether the proposed intervention changes the **structure that generates the problem** or merely treats its current expression. The deeper the intervention reaches into the structure, the greater its potential to change system behavior.

## **Look for Unexpected Effects**

Another way to locate leverage points is to examine interventions that have produced surprising or unintended consequences in the past. Unexpected outcomes often reveal relationships within a system that were not initially recognized.

For instance, introducing a performance target may improve the measured indicator while reducing the quality of the underlying service. This can happen when people adapt their behavior to the measurement rather than the broader purpose it was intended to represent.

Such outcomes provide valuable information about the system. They can reveal hidden incentives, feedback loops, or gaps between what the system measures and what it actually values. Instead of dismissing unexpected effects as isolated failures, systems thinking treats them as clues about the system’s structure.

## **Use Small Experiments**

Finding a leverage point does not always mean making a large intervention immediately. Because complex systems can respond unpredictably, small experiments can be useful for testing whether a suspected leverage point actually influences the wider system.

A small change can be introduced, observed over an appropriate period, and evaluated against the expected effects. The results can then improve the understanding of the system and inform subsequent interventions.

This approach is particularly valuable when there is uncertainty about causal relationships. Rather than assuming that a proposed solution will work, the intervention becomes an opportunity to learn about the system itself.

## **A Practical Set of Questions**

When trying to identify leverage points, it is useful to move progressively from visible behavior toward deeper system structure. Ask what pattern is occurring, what variables appear to influence that pattern, and what feedback loops maintain it. Then examine delays, information flows, rules, incentives, goals, and assumptions.

The key question is not simply **“Where can I make a change?”** but **“Where can a change alter the structure that produces the behavior?”** This distinction helps separate high-impact interventions from changes that merely provide temporary relief.
